Research methods: This study employs a descriptive qualitative method based on a literature review and policy analysis, using Creswell’s behavioral theory framework, which emphasizes the interaction among policy, the environment, and community responses.
Results and discussion: The findings indicate that the low-cost market program serves not only as a price stabilization mechanism but also as an instrument capable of shaping consumer behavior, strengthening public expectations regarding the role of the state, and enhancing the economic resilience of vulnerable households. The novelty of this study lies in strengthening the conceptualization of the low-cost market as an instrument of economic behavioral intervention, rather than merely as a distributional intervention.
Implication: The transformation of the low-cost market program toward a digital, poverty-data-driven system, integrated with regional inflation control policies.
