This is due to the emergence of new rules that provide authority to act which is at odds with competency requirements. In several provisions regarding the minimum age limit for the right to carry out legal actions, the authority to act is of course related to competence. Even though every person has rights from birth, they are not necessarily competent to take legal action.</p> <p><strong>Implications:</strong> Clear regulations are needed to determine the age limit for a person to be able to carry out all legal actions. However, advances in digital technology that support election management present new challenges in terms of personal data security. The 2019 voter data leakage incident experienced by the Indonesian KPU makes the critical need for robust data protection measures in the election process.</p> <p><strong>Research methods: </strong>This research employs a normative juridical method with both statute and conceptual approaches, analyzing data protection regulations such as Law No. 27 of 2022 and KPU Regulation No. 7 of 2024.</p> <p><strong>Results and discussion: </strong>The findings reveal that the voter data updating process involves complex stages, including data matching and verification (coklit) conducted by 1,941 Voter Data Updating Officers in Denpasar City. Protecting personal data is crucial, as leaks could undermine the integrity and public trust in democracy.</p> <p><strong>Implications:</strong> The research recommends improving training and supervision for data updating officers, strengthening data protection regulations, and leveraging technology to secure voter data. KPU and related institutions are advised to focus on data integrity by employing e-coklit applications and secure information systems. In addition, this research was conducted to identify the strengths and weaknesses of each strategy to increase political participation in regional head elections (pilkada/pemilukada) in Bali.</p> <p><strong>Research methods:</strong> This research uses a qualitative approach because the aim of this research is not to measure, but to elaborate effective and efficient strategies in increasing political participation in regional head general elections. This research collects secondary data by collecting journal articles that discuss steps to increase political participation in regional head elections.</p> <p><strong>Results and discussion:</strong> Community political participation can be increased in the regional head elections in Bali through five strategies, namely implementing dialogical methods through face-to-face forums, using conventional and/or digital media as political communication media, forming democratic volunteers, and providing friendly facilities disadvantaged group. In this case, primary and secondary data are utilized through bibliography and description techniques.</p> <p><strong>Results and discussion: </strong>The regulations regarding civil servant neutrality are quite comprehensive, yet there are still significant violations which result in disciplinary and criminal sanctions for civil servants in Bali who are proven to be non-neutral.</p> <p><strong>Implication:</strong> This study highlights the importance of strengthening socialization, monitoring, and enforcement of rules to ensure that civil servants understand and adhere to neutrality provisions in performing their duties, while also considering the social and cultural factors that influence the community in Bali.</p> Ida Ayu Windhari Kusuma Pratiwi, Putu Andhika Kusuma Yadnya, Ida Bagus Wirya Dharma Copyright (c) https://ejournal.baliprov.go.id/index.php/jbmb/article/view/396 Fri, 06 Dec 2024 00:00:00 +0800 Evaluation of Green Hotel Performance in Bali using the Green SCOR and AHP Methods https://ejournal.baliprov.go.id/index.php/jbmb/article/view/398 <p><strong>Purpose:</strong> The purpose of this study is to evaluate the Green Supply Chain performance of hotels in Bali.</p> <p><strong>Research methods: </strong>This study uses primary data obtained from questionnaires using a sample of three division heads per hotel and secondary data obtained from past hotel data. The data is processed using excel.&nbsp;</p> <p><strong>Results and discussion: </strong>Two hotels obtained results of 66.48 and 75.02. These scores fall into the Average and Good grades. There needs to be some prioritized improvements with SNORM scores below 60 from two different hotels, namely water used, energy used, % suppliers with an EMS or ISO 1400 certification, supplier lead time, delivery item accuracy, and source flexibility.</p> <p><strong>Implication:</strong> Recommendations that can be given are the use of PLTS, other water sources, and good communication with suppliers.</p> Anak Agung Istri Anindita Nanda Yana, Nur Mayke Eka Normasari Copyright (c) https://ejournal.baliprov.go.id/index.php/jbmb/article/view/398 Fri, 06 Dec 2024 00:00:00 +0800 First Language Use in English Language Teaching for Tourismat Politeknik Negeri Bali Jembrana https://ejournal.baliprov.go.id/index.php/jbmb/article/view/400 <p><strong>Purpose:</strong> This study aims to identify why lecturers and students use (or do not use) Indonesian Language in the English language teaching-learning processes.</p> <p><strong>Research methods:</strong> The study was conducted at Politeknik Negeri Bali Jembrana, which involved five lecturers and 64 students. The data are from the questionnaire which were analyzed quantitatively by quantifying the result of the questionnaire and finding the final score of the questionnaire. The result of the observation was analyzed qualitatively using the interactive data analysis.</p> <p><strong>Results and discussion: </strong>The lecturers used the Indonesian Language in the teaching and learning process of EFL (English as a Foreign Language) in the form of code-switching, code-mixing, and interpreting, the lecturers use L1 in the teaching and learning process of EFL for instructional purposes, and both the students and the lecturers had a positive attitude toward the use of the Indonesian Language.</p> <p><strong>Implication:</strong> Using L1 in the teaching and learning process of EFL can be done for instructional purposes, but lecturers need to consider students' English level mastery in deciding the use of L1 in the teaching and learning process of EFL.</p> I Made Ojes Mahardika, Ida Bagus Manuaba Copyright (c) https://ejournal.baliprov.go.id/index.php/jbmb/article/view/400 Fri, 06 Dec 2024 00:00:00 +0800 “Nuakin Batu Kukuk” in Tianyar Village, Karangasem https://ejournal.baliprov.go.id/index.php/jbmb/article/view/402 <p><strong>Purpose:</strong> The purpose of this scientific work is to explain the rules for playing the cuckoo stone shrine in Tianyar Village, Karangasem Regency, Bali.</p> <p><strong>Reseach method</strong><strong>s:</strong> &nbsp;This research uses a qualitative approach. Data collection in this research used observation, interview and documentation techniques. The researchers used the technique of checking the validity of triangulation data with sources.</p> <p><strong>Results and discussion: </strong>Tianyar Village is proven to have carried out ceremonies which are carried out before planting and when the harvest arrives. The aim is as a self-defense mechanism in order to maintain the existence of traditions and continuity of life as well as integration, namely the allocation of the value of natural resources as an expression of gratitude to foster a culture of mutual help, mutual assistance and mutual cooperation. In particular, initiatives such as waste banks and local clean-up campaigns have galvanized community participation, resulting in increased recycling rates and reduced waste in affected areas.
